Democrats Comment Against Forest Thinning

Here is an early July LA Times article that, apparently, says that only Republicans are seeking to thin our forests, as we watch our forests burn. Clearly, this is a tactic to rile up their mostly Democratic readers.

Yes, it did rile them up, as evidenced by the wild comments. Here are a few examples:

As a logger in Susanville, California said at a Forest Service public comment session (1997), “But Trees are Dying in the Fiorest”!!!! (and therefore NOT making a profit for him).

My response, People are dying in the streets, so what is YOUR point.

The aLand Raping Logger coundn’t answer, because the only thing he cared about was turning a PUBLIC RESOURCE into his own private profit.

Dead trees in a dorest serve as nesting sites for birds and other animals and eventually fall to rot, providing food foe grub eating bears, light spaces for juvenile trees to start and replenishing the forest soil, for the next generation of trees.

When a person dies, what good do they do the Planet?

This commenter doesn’t realize that clearcuts have been banned in the Sierra Nevada for over 20 years.

The logging companies will only clear cut…not select cut, making for the ugliest scars and worse…ecological destruction of forest habitats.  This is not a good idea.  The problem is not the density of trees…it’s the residential areas built near thick forests.  Bad planning is a result of homes destroyed in forest fires.

Ummm, I think it is the wildfires that are causing “deforestation”, bud!

Is that what the GOP is calling deforestation for profit these days, as they bend over for their lumbering lobbyists?

They have a point, but the GOP has a history of letting “thinning” evolve into excessive “harvesting” by lumber companies.

This person is in denial about current forest management practices that have eliminated high-grading AND clearcutting, while reducing fuels in the form of trees in the 10″-18″ dbh size class. The last 20 years of active management has not resulted in adverse effects. On the other hand, wildfires lead to MORE insects, as they kill the fire-adapted pines, through a combination of cambium kill and bark beetle blooms.

Much of the GOP have forest management/preservation for the past 40 years. While some may see forests as natural resources to be preserved and cherished, others see them as purely economic resources to be exploited. Timber interests in California have utilized the same pretext to no avail. Note that thinning the forests would have little effect in preventing or curtailing wild fires. Let nature take its course becasue fires are a natural occurance; and are necessary for killing insects, spreading new seeds and burning away dead wood.

Really, though, THIS is a big part of what we are up against. Loud-mouthed partisan politics, not based in fact, is harming our ability to do what is right for the “greatest good”. Shouldn’t we be “thinking globally and acting locally”, regarding forests? Is this mindset fitting into “If you are not part of the solution, then you are a part of the problem”?? It looks like commenters will say ANYTHING to bash the GOP, even if it is hyperbole and rhetoric. Sadly, this ignorance of forest facts continues to have a harmful and hazardous effect on our forests.

New Study Shows the Value of Active Forest Management

Yes, we have already seen what happens with a hands-off, “whatever happens” strategy.

I haven’t read the article all the way through but, this appears to solidify the importance of managing our forests, and the fire dangers within. The are four entire pages of citations, plenty of pictures and some very convincing common sense recommendations that use site-specific science. The picture above is from a roadside treatment along the local Highway 4 corridor. This treatment extends for many miles along the highway, making this “ignition zone” much more fire resistant than it was. Also evident in this picture is the lack of old growth beyond the “Roadside Zone”, a remnant of logging practices in the last millennium.

Let us hope that the warnings are heeded and solutions are implemented with site-specific science. However, I would VERY much like to see a current view of that picture of fire intensities near Alpine, Arizona. I’m sure it would show increased amounts of bug trees outside of the firelines. Certainly, wildfire effects persist for MANY years, even outside of the firelines. I have seen it happen multiple times, in multiple places.

Supreme Court Affirms Programmatic EIS for Sierra Nevada Framework

Jun 20: In the U.S. Court of Appeals, Ninth Circuit, Case No. 08-17565.Appeal from the United States District Court for the Eastern District of California. The Appeals Court indicates that, “This court’s opinion filed on February 3, 2012, and reported at 668 F.3d 609 (9th Cir. 2012), is withdrawn, and is replaced by the attached Opinion and Dissent. . . The full court has been advised of the petition for rehearing en banc and no judge of the court has requested a vote onwhether to rehear the matter en banc. . . The petition for rehearing and the petition for rehearing en banc, filed on April 18, 2012, are denied.”

According to the Appeals Court, Plaintiff-Appellant Pacific Rivers Council (Pacific Rivers) brought suit in Federal district court challenging the 2004 Framework for the Sierra Nevada Mountains (the Sierras) as inconsistent with the National Environmental Protection Act (NEPA) and the Administrative Procedure Act (APA). The Appeals Court said, “The gravamen of Pacific Rivers’ complaint is that the 2004 EIS does not sufficiently analyze the environmental consequences of the 2004 Framework for fish and amphibians.” On cross-motions for summary judgment, the district court granted summary judgment to the Forest Service.

The Appeals Court rules, “Pacific Rivers timely appealed the grant of summary judgment. For the reasons that follow, we conclude that the Forest Service’s analysis of fish in the 2004 EIS does not comply with NEPA. However, we conclude that the Forest Service’s analysis of amphibians does comply with NEPA. We therefore reverse in part, affirm in part, and remand to the district court.”
In a lengthy dissenting opinion, one Justice concludes, “. . .the majority makes two fundamental errors: First, it reinvents the arbitrary and capricious standard of review, transforming it from an appropriately deferential standard to one freely allowing courts to substitute their judgments for that of the agency. . . Second, the majority ignores the tiering framework created by NEPA. Because the majority ignores such framework, it fails to differentiate between a site-specific environmental impact statement (EIS) and a programmatic EIS that focuses on high-level policy decisions. . .”
It appears that an impossibly comprehensive study of the entire Sierra Nevada “watershed” will not be required for the amended Sierra Nevada Framework plan. If the Forest Service loses this case, it would have to limit the harvest of trees within thinning projects to 12″ dbh in some areas, and to 20″ dbh in the rest of the Sierra Nevada. This decision means that the Forest Service has followed NEPA law since the amendment has been in force. If the Pacific Rivers Council had prevailed, we would be seeing a complete failure of the Forest Service’s timber management program throughout the Sierra Nevada. Sierra Pacific Industries has plenty of their own lands, stocked with plenty of trees in the 12″-20″ dbh size. There would be no need for SPI to bid on the thinning projects that would be offered by the Forest Service under the old diameter limits. The small amount of harvested trees between 20″ and 29.9″ dbh are what pays for the biomass removal needed for true restoration. When thinning projects reduce wildfire threats, and actual wildfire impacts, water quality and fish habitats are improved.

Utah’s High Elevation Mortality

This picture is located within the Cedar Breaks National Monument, where conifer mortality is quite excessive. There is really not much that can be done with this situation, other than spending lots of money to fell, pile and burn. Within the Dixie National Forest, this mortality dominates the upper elevations. Even at this altitude of over 10,000 feet, the land is very dry for 9 months, except for seasonal lightning storms. Like some of our public lands, we need a triage system to deal with such overwhelming mortality and fuels build-ups. In this example, we are too late to employ a market-based solution, which would do more non-commercial work.

I have seen this area over many years, and have watched as forests die and rot, with catastrophic wildfire being the “end game”. Anyone venture a guess at what will grow here, in the future?

California’s Dense Forests Present New Opportunities

Forestry operations and bioenergy have been part of the economic and social fabric in Northern California for decades. A five-year study produced in 2009 by the USDA Forest Service modeled forest management under different scenarios across 2.7 million acres encompassing the Feather River watershed. The model’s time horizon spanned four decades, examining wildfire behavior, forest thinning operations and a range of environmental and economic impacts. It concluded that in virtually every aspect analyzed, managing forest resources and utilizing biomass for energy production provides significant advantages over the status quo.

With acres per wildfire going WAY up, thinning projects seem to be the way to go to reduce both wildfire sizes and wildfire intensities. Again, we have strict diameter limits in the Sierra Nevada, and clearcutting has been banned since 1993.

Group Hails Forest Cooperation

I saw a local article about our part of the Collaborative Forest Landscape Restoration Program.

For the first time in many years, loggers and conservation groups are working together and the results have been stunning, according to Katherine Evatt, president of the Pine Grove-based Foothill Conservancy.

The Amador Calaveras Consensus Group has been working in the Stanislaus and Eldorado national forests on projects that are part of a larger national program called Collaborative Forest Landscape Restoration.

The goal is to restore forests for people, water and wildlife, and a report released in December shows some of those goals are being met.

The ACCG Cornerstone Project is one of 23 national projects that split $40 million in 2012. According to the fiscal year-end report for the project, the two forests spent more than $658,000 in CFLRA funds this year, matched by more than $433,000 of other Forest Service funds. There was more than $67,700 in ACCG in-kind partner contributions and more than $1 million in leverage funds from ACCG members. Additional funds included a $196,000 grant from the Coca-Cola Company as well as $283,000 worth of in-service work under stewardship contracts.

“Fuel Treatments Can Address Wildfire Severity”

The Sierra Nevada Adaptive Management Project (SNAMP) is a joint effort by the University of California, state and federal agencies, and the public formed in 2004 to assess how treatments designed by the USDA Forest Service to prevent severe wildfires affect fire risk, sensitive wildlife populations, forest health and water resources. SNAMP is in year five of an ambitious 7-year experiment to evaluate the effectiveness of management strategies to modify fire behavior across the landscape.

SNAMP has examined real-world fires and developed computer models to evaluate wildfire severity and environmental impacts in response to fuel-reduction treatments looking 30 years to the future. In its Northern Sierra project covering roughly 30,000 acres, SNAMP evaluated three different treatment scenarios. In each case, fuels were reduced across approximately one-third of the study area, and all treatments showed substantial reductions in high-intensity wildfire across the landscape, not just treated areas for 20 years after implementation.

NPR: Wood Energy Not ‘Green’ Enough, Says Massachusetts

AUDIE CORNISH, HOST:  When it comes to renewable energy, wind and solar get a lot of attention. But wood actually creates more power in the U.S., and Massachusetts state officials are scaling back their efforts to encourage wood power. It may be a renewable resource, they say, but that doesn’t mean it’s good for the environment. NPR’s Elizabeth Shogren has that story.

ELIZABETH SHOGREN, BYLINE: Power plants that turn wood into electricity aren’t anything new. They’re called biomass plants. They’ve become more popular as states have tried to reduce the use of fossil fuels. The idea is wood is a renewable resource. You can always grow more, but the state of Massachusetts decided it wasn’t enough to be renewable. It wants climate-friendly fuel, so it kicked most power plants that burned wood out of a program that helps renewable electricity plants earn more revenue.  Mark Sylvia is commissioner of the Massachusetts Department of Energy Resources.

MARK SYLVIA: I think what it says is that Massachusetts is very curious about focusing on our climate goals.

SHOGREN: Massachusetts wants to cut its greenhouse gases 25 percent by 2020 and power plants are a huge source of greenhouse gases, so the state asked some scientists to take a hard look at the greenhouse gas footprint of power plants that burn wood.  John Gunn of the Manomet Center for Conservation Sciences was one of the researchers who did the study. He says the results challenged conventional wisdom.

JOHN GUNN: Basically, we found that if you’re going to switch from using fossil fuels for energy to using more wood for energy that, for a period of time, the atmosphere would see an increase in greenhouse gases like carbon dioxide.

Thinning in the Sierra Nevada

I tried my hand at some “digital thinning”, with a picture of the Stanislaus National Forest, above the Mokelumne River. I couldn’t really remove as many of the bigger trees as I should, without sacrificing photorealism. I did “enhance” some of the oaks, which is a keystone of the new paradigm of ecosystem wildlife values. I am sure there are some home habitats of ESA birds, here. There would also be some pockets of undisturbed forest, and maybe some bigger openings around the oaks.

New Age Forestry Project in California

This is an example of what our thinning projects look like, when completed. As you can see, the stand is still well-stocked, and ladder fuels have been removed. You can also see that the stand will be resilient and that all the logging slash has been removed, as well. In looking closer, I’m not seeing any damaged trees, as well. Additionally, no large trees ( over 30″ dbh ) were cut, unless they could fall and hit the adjacent highway.

This logging was done during this season, and work is continuing in other units. The project is quite visual, being all along a major Sierra Nevada highway. We call this style of project “thinning from below”. Any thoughts?
