Humans sparked 84 percent of US wildfires, increased fire season over two decades

How should we deal with the new math on forest fires?

If this article published in the February Proceedings of the National Academy of Sciences is not a fluke then it would seem to me that our expanding population dictates the need for more forest management not less. The less desireable alternative would be to severely restrict access to our federal forests. The main conclusion of the article is that humans sparked 84 percent of US wildfires and caused nearly half of the acreage lost to wildfire. This number excludes intentionally set controlled burns.

From the above, I would deduce that human initiated fires caused proportionally less acreage loss because they were closer to civilization and to forest access points and therefore closer to and more easily accessed by suppression resources. The fact that nearly half of the wildfire acres lost occur in these areas suggests that we would get more bang for our tax dollars if we increased and focused federal sustainable forest management around high traffic areas easily accessible to humans.

Knowing that humans who cause wildfires are, by definition, either careless or malicious, we might deduce that they are generally not inclined to put great effort into getting to their ignition set points. This would lead us to consider that human caused fires might prove to be in less difficult terrain areas with high human traffic. Fires like the Rim fire being the exception. That, if true, would suggest that forest management for risk reduction on these sites could be done at lower costs per acre than other less accessible forest acreage. Focusing forest management efforts on these high benefit to cost areas would have the biggest bang per tax dollar expended in order to lower the total cost of federal wildfire control. If my thinking is correct, this should play a large part in setting the priorities as to where we should: 1) apply controlled burns to reduce ground and other low fuels, 2) utilize commercial thinnings to reduce ladder and proximity fuels or 3) use commercial regeneration harvests to create greater variation in tree heights between stands in order to provide fire breaks for crown fires when appropriate for the site and species. The net effect would be positive for all species including endangered and threatened species. There would still be plenty of lightning caused wildfire, controlled burn hotspots/breakouts and a significantly reduced acreage of human caused fires to satisfy those who don’t mind national ashtrays. Reducing the number and size of human caused fires would also free resources to attack lightning fires earlier and harder when allowing the fire to burn was not an option.

IN SEARCH OF COMMON GROUND

It seems like an exercise in futility for the “New Century of Forest Planning” group to be discussing and cussing forest planning &/ policy when we haven’t even agreed to the scientific fundamentals that serve as the cornerstone and foundation for any such discussions.

Below, I have developed a tentative outline of the high level fundamentals which any Forest Plan or Policy must incorporate in order to have a reasonable chance of meeting the desired goals. Until we can come up with a version of these “Forestry Fundamentals” that we generally agree to, we are pushing on a rope and wasting each other’s time unless our objective here is simply to snap our suspenders and vent on each other.

In your comments, please note the outline Item that you are responding to. Maybe we can revise my initial effort and come to some common ground. In doing so we would perform a service and make a step forward that would be useful outside of this circle instead of just chasing our tails. Coming to such an agreement would be a step towards developing a priority hierarchy and eliminating the internal conflicts which make current federal forest policy and law ambiguous and self-contradictory. Until we reach common ground, the current obviously unworkable policies will continue to doom our forests to poor health and consequentially increase the risk of catastrophic loss of those forests and the species that depend on them for survival.

ESTABLISHED SCIENCE WHICH MUST BE INCORPORATED IN PLANNING FOR

THE SUSTAINABILITY OF FOREST DEPENDENT SPECIES

I) The Fundamental Laws of Forest Science which have been repeatedly validated over time, location, and species. They include:
— A) plant physiology dictating the impact of competition on plant health,
— B) fire science dictating the physics of ignition and spread of fire and
— C) insects and pathogens and their propensity to target based on proximity and their probability of success being inversely proportional to the health of the target.

— D) Species suitability for a specific site is based on the interaction between the following items, those listed above and others not mentioned:

— — 1) hydrology, the underlying geology and availability of nutrients in the soil.

— — 2) latitude, longitude, elevation, aspect and adjacent geography.

— — 3) weather including local &/ global pattern changes.

 

II) The Fundamental Laws controlling the success of endangered, threatened and other species dependent on niche forest types (ecosystems):

— A) Nesting habitat availability.

— B) Foraging habitat availability.

— C) Competition management.

— D) Sustainability depends on maintaining a fairly uniform continuum of the necessary niches which, in turn, requires a balanced mix of age classes within each forest type to avoid species extinguishing gaps.

— E) Risk of catastrophic loss must be reduced where possible in order to minimize the chance of creating species extinguishing gaps in the stages of succession.

 

III) The role of Economics:

— A) Growing existing markets and developing new markets in order to provide revenue to more efficiently maintain healthy forests and thence their dependent species.

— B) Wise investment in the resources necessary to accomplish the goals.

— C) Efficient allocation of existing resources.

 

IV) The role of Forest Management:

— A) Convert the desires/goals of the controlling parties into objectives and thence into the actionable plans necessary to achieve the desired objectives.

— B) Properly execute the plans in accordance with the intent of: governing laws/regulations and best management practices considering any economies.

— C) Acquire independent third party audits and make adjustments in management practices where dictated in order to provide continuous improvement in the means used to achieve goals.

— D) Adjust plans as required by changes: in the goals, as required by the forces of nature and as indicated by on the ground results.

— E) Use GIS software to maintain the spatial and associated temporal data necessary for Scheduling software to find and project feasible alternatives and recommend the “best” alternative to meet the goals set by the controlling parties.

What did I miss, what is wrong, what is right, what would improve this list of Forest Fundamentals?

The Tahoe Basin

Lake Tahoe would probably be a National Park, by now, if the Comstock Lode had never been found. There was clearcutting right down to the lakshore, for mining timbers, in the silver mines. Incline Village was named for the switchback road that transported logs to a flume that went all the way down to the Washoe Lake area, thousands of feet below.

Today, there is very little “logging” next to all that blue Tahoe lake water. Newspapers especially like to describe the basin as “pristine”, apparently not knowing the actual meaning of the word.

Much of the Lake Tahoe Basin is “de facto” Wilderness, with very little management happening, even when wildfires occur. Residents seem to be in denial about wildfire issues, not remembering the last drought that decimated their forests. However, it is easy enough to see the results of the last bark beetle infestation, in the form of accumulated fuels far beyond what is “natural”. Many areas of forest mortality were left “to recover”, on their own. Well, sometimes “recovery” takes decades or even centuries, as long as humans don’t intervene. That might also include multiple wildfires, opening the ground to accelerated erosion and having clarity-declining sediments flowing into Lake Tahoe.

Ironically, the lake’s level isn’t all that far down, thanks to the lobbying of lakeshore land owners, putting pressure on water regulators. That can only go so far, as Reno area interests need more water to keep growing and thriving. We’ll just have to see how the battle goes, as the Truckee River drops further and further.

Rim Fire Update

Apparently, enough of the hazard trees within the Rim Fire on the Stanislaus NF have been cut so that the travel ban has finally been lifted, after more than a year. I heard one report that says that the litigation has failed at the District Court level, losing their pleas to stop the logging three times. The article below includes the Appeals Court but, I doubt that an appeal has been seen in court yet. It seems too soon after the District Court decision for the appeal to be decided.

Since the Rim Fire tore through the area and devoured over 250, 000 square miles of National, State and private forested land, the community has come together to put together a solution with positive environmental, economical and social sense. The whole effort to restore forests has been very successful due to cooperation of a diverse group of individuals, organizations and government agencies.

(Edit: Thanks to Matt for pointing out the acres/square miles error. That should be 250,000 acres.)

With a monster storm approaching California, we should be seeing some catastrophic erosion coming from the Rim and King Fire areas. Of course, very little can be done to prevent erosion on the steep slopes of the canyons with high burn intensity. Standing snags tend to channel water, while branches and twigs on the ground can hold back a surprising amount of soil. This flood event would have been great to document through repeat photography but, it appears that opportunity will be lost, too.

Bark beetle activity has also spiked where I live, northwest of the Rim Fire.

The Rim Fire: Landscape View

Here is a view of the Granite Creek watershed, and a peek at the Tuolumne River canyon, too. The Rim Fire burned all the way to those most-distant ridgetops. For scale, you can see a vehicle in the middle of the picture. That road is the Cherry Oil Road, which connects Cherry Lake with Highway 120. That greenish tint is the vast growth of bearclover, easily reclaiming their “territory”. Bearclover is one of the reasons why clearcutting has been banned in Sierra Nevada National Forests since 1993.

Natural amenities, “the creative class” and economic success

This map got my attention because of the disproportionate amount of “green” in the rural intermountain west.  In this case it means counties have a disproportionately high number of employees in jobs like management, finance, technology, engineering, science, sales, entertainment and non-primary education (and of course lawyering).

“The creative-class thesis holds that communities that attract and retain more workers who are in creative occupations will fare better in today’s economy.” 

From the background paper linked to this article:

“Richard Florida’s Rise of the Creative Class makes a compelling argument that urban development now depends on novel combinations of knowledge and ideas, that certain occupations specialize in this task, that people in these occupations are drawn to areas providing a high quality of life, and that the essential development strategy is to create an environment that attracts and retains these workers. While developed with urban areas in mind, this thesis may be particularly relevant in rural areas, which lose much of their young talent as high school graduates leave for college, the armed forces, or “city lights.”  Our analysis of recent development in rural U.S. counties, which focuses on natural amenities (for which ERS has also computed county-level scores) as quality-of-life indicators, supports the creative class thesis.”

So, perceived natural amenities attract creative workers who improve local economies.  With a caveat that “growth and success among creative-class workers doesn’t necessarily extend economic benefits to other parts of the economy, such as blue-collar and service workers, at least in metro areas.”  (All wages go up, but housing costs go up more.)

So maybe all this is saying is to get the right kind of education so you can do well and live in a nice place, but it might also paint a promising picture for these rural “green” counties.

 

Rim Fire Terrain Effects

Below is a picture of the Tuolumne River and Poopenaut Valley, just a mile or so below Hetch Hetchy’s O’Shaughnessy Dam. As you can see, the area burned rather lightly. What might be the reason for this area to survive, almost unscathed? I think there is a “micro-climate” at play, here. Most of this is Yosemite National Park.

Certainly, there are plenty of fuels, and California is in a historic drought. Firefighters did not “heroically” save this area from the flames. No management was done to make this area more resilient. Comparing this area to scorched places downstream, I think I have the answer. Farther downstream, the fires were enhanced by the nearly constant breeze, flowing down during the night and morning, and flowing up, with the heat of the day. Cold air sinks and warm air rises. This spot is pretty unique along the Tuolumne River. As the canyon turns from a glacier-sculpted valley into a V-shaped gorge, the cold air from higher elevations runs into this bottleneck, pooling up in this last valley, going downstream. Temperature inversions stay longer and stabilize the breezes, reducing fire behaviors.

One thing I did notice in this area was that many single digger pines were “selectively burned” as individuals. Those long slender needles were good at catching the small embers.

Supreme Court Affirms Programmatic EIS for Sierra Nevada Framework

Jun 20: In the U.S. Court of Appeals, Ninth Circuit, Case No. 08-17565.Appeal from the United States District Court for the Eastern District of California. The Appeals Court indicates that, “This court’s opinion filed on February 3, 2012, and reported at 668 F.3d 609 (9th Cir. 2012), is withdrawn, and is replaced by the attached Opinion and Dissent. . . The full court has been advised of the petition for rehearing en banc and no judge of the court has requested a vote onwhether to rehear the matter en banc. . . The petition for rehearing and the petition for rehearing en banc, filed on April 18, 2012, are denied.”

According to the Appeals Court, Plaintiff-Appellant Pacific Rivers Council (Pacific Rivers) brought suit in Federal district court challenging the 2004 Framework for the Sierra Nevada Mountains (the Sierras) as inconsistent with the National Environmental Protection Act (NEPA) and the Administrative Procedure Act (APA). The Appeals Court said, “The gravamen of Pacific Rivers’ complaint is that the 2004 EIS does not sufficiently analyze the environmental consequences of the 2004 Framework for fish and amphibians.” On cross-motions for summary judgment, the district court granted summary judgment to the Forest Service.

The Appeals Court rules, “Pacific Rivers timely appealed the grant of summary judgment. For the reasons that follow, we conclude that the Forest Service’s analysis of fish in the 2004 EIS does not comply with NEPA. However, we conclude that the Forest Service’s analysis of amphibians does comply with NEPA. We therefore reverse in part, affirm in part, and remand to the district court.”
In a lengthy dissenting opinion, one Justice concludes, “. . .the majority makes two fundamental errors: First, it reinvents the arbitrary and capricious standard of review, transforming it from an appropriately deferential standard to one freely allowing courts to substitute their judgments for that of the agency. . . Second, the majority ignores the tiering framework created by NEPA. Because the majority ignores such framework, it fails to differentiate between a site-specific environmental impact statement (EIS) and a programmatic EIS that focuses on high-level policy decisions. . .”
It appears that an impossibly comprehensive study of the entire Sierra Nevada “watershed” will not be required for the amended Sierra Nevada Framework plan. If the Forest Service loses this case, it would have to limit the harvest of trees within thinning projects to 12″ dbh in some areas, and to 20″ dbh in the rest of the Sierra Nevada. This decision means that the Forest Service has followed NEPA law since the amendment has been in force. If the Pacific Rivers Council had prevailed, we would be seeing a complete failure of the Forest Service’s timber management program throughout the Sierra Nevada. Sierra Pacific Industries has plenty of their own lands, stocked with plenty of trees in the 12″-20″ dbh size. There would be no need for SPI to bid on the thinning projects that would be offered by the Forest Service under the old diameter limits. The small amount of harvested trees between 20″ and 29.9″ dbh are what pays for the biomass removal needed for true restoration. When thinning projects reduce wildfire threats, and actual wildfire impacts, water quality and fish habitats are improved.

California’s Dense Forests Present New Opportunities

Forestry operations and bioenergy have been part of the economic and social fabric in Northern California for decades. A five-year study produced in 2009 by the USDA Forest Service modeled forest management under different scenarios across 2.7 million acres encompassing the Feather River watershed. The model’s time horizon spanned four decades, examining wildfire behavior, forest thinning operations and a range of environmental and economic impacts. It concluded that in virtually every aspect analyzed, managing forest resources and utilizing biomass for energy production provides significant advantages over the status quo.

With acres per wildfire going WAY up, thinning projects seem to be the way to go to reduce both wildfire sizes and wildfire intensities. Again, we have strict diameter limits in the Sierra Nevada, and clearcutting has been banned since 1993.
