Dr. Law: Role of Forest Ecosystems in Climate Change Mitigation

Dr. Beverly Law recently gave a presentation titled, “Role of Forest Ecosystems in Climate Change Mitigation.”   Here’s some information on Dr. Law’s background, education and area of expertise, via  Dr. Law’s website at Oregon State University:

Dr. Beverly Law is Professor of Global Change Forest Science in the College of Forestry, and an Adjunct Professor in the College of Oceanic and Atmospheric Sciences at Oregon State University. She is an Aldo Leopold Leadership Fellow. Her research focuses on the role of forests, woodlands and shrublands in the global carbon cycle. Her approach is interdisciplinary, involving in situ and remote sensing observations, and models to study the effects of climate and climate related disturbances (wildfire), land-use change and management that influence carbon and water cycling across a region over seasons to decades. She currently serves as the Chair of the Global Terrestrial Observing System – Terrestrial Carbon Observations (supported by UNEP, UNESCO, WMO), and on the Science/Technology Committee of the Oregon Global Warming Commission.

Key Points:

Activities that promote carbon storage and accumulation are allowing existing forests to accumulate carbon, and reforestation of lands that once carried forests.

Natural disturbance has little impact on forest carbon stores compared to an intensive harvest regime.

Harvest and thinning do not reduce carbon emissions. Full accounting shows that thinning increases carbon emissions to the atmosphere for at least many decades.

Carbon returns to atmosphere more quickly when removed from forest and put in product chain.

1. Role of forest ecosystems in mitigating climate change – Carbon storage and accumulation

Allowing existing forests to accumulate carbon is likely to have a positive effect on forest carbon in vegetation and soils, and on atmospheric carbon. Wet forests in the PNW and Alaska have some of the highest carbon stocks and productivity in the world. Fires are infrequent in these forests, occurring at intervals of one to many centuries. Old forests store more carbon than young forests. Old forests store as much as 10 times the biomass carbon of young forests (Law et al. 2001, Hudiburg et al. 2009). The low hanging fruit is to allow these forests to continue to store and accumulate carbon.

A key objective is to reduce GHG emissions. Changes in management should consider the current forest carbon sink and losses in the product chain when evaluating management options.

2. Role of natural disturbance in forest carbon budgets
Natural disturbance from fire and insects has little impact on forest carbon and emissions compared with intensive harvest.

Although wildfire smoke looks impressive, less carbon is emitted than previously thought (Campbell et al. 2007). In PNW forests, less than 5% of tree bole carbon combusts in low and high severity fires (Campbell et al. 2007, Meigs et al. 2009). Most of what burns is fine fuels in low and high severity fires, making actual carbon loss much less than one might expect. For example, from 1987-2007, carbon emissions from fire were the equivalent of ~6% of fossil fuel emissions in the Northwest Forest Plan area (Turner et al. 2011). If fire hasn’t significantly reduced total carbon stored in forests, it isn’t going to materially worsen climate change.

In the western states, 5-20% of the burn area has been high severity fire and the remaining burn area has been low and moderate severity (MTBS; www.mtbs.gov). In the PNW, 50-75% of live biomass survived low and moderate severity fires combined, which account for 80% of the burn area (Meigs et al. 2009). Physiology measurements show that current methods used to determine if trees are likely to die post-fire lead to overestimation of mortality and removal of healthy trees (Irvine et al. 2007, Waring data in Oregon District Court summary). Removal of surviving trees from a burned area will reduce carbon storage, and in many cases regeneration.

The release of carbon through decomposition after fire occurs over a period of decades to centuries. About half of carbon produced by fires remains in soil for ~90 years, whereas the other half persists in soil for more than 1,000 years (Singh et al. 2012). Similarly, after insect attack and tree die-off, there isno large change in carbon stocks. Carbon stocks are dominated by soil and wood, and wood in trees that are killed transfers to dead pools that decompose over decades to centuries.

3. How do forest management strategies such as thinning affect carbon budgets on federal lands?

Forest carbon density could be enhanced by decreasing harvest intensity and increasing the intervals between harvests. For example, biomass carbon stocks in Oregon and N California could be theoretically twice as high if they were allowed to continue to accumulate carbon (Hudiburg et al. 2009). Even if current harvest rates were lengthened just 50 years, the biomass stocks could increase by 15%.

Harvest intensity – The Northwest Forest Plan (NWFP) was enacted to conserve species that had been put at risk from extensive harvesting of old forests. Prior to enactment, the public forests were a source of carbon to the atmosphere. Harvest rates were reduced by ~80% on public lands, which led to a large carbon sink (increase in net ecosystem carbon balance, NECB) in the following decades. Direct losses of carbon from fire emissions were generally small relative to harvest (Turner et al. 2011, Krankina et al. 2012).

Thinning forests – Landscape and regional studies show that large-scale thinning to reduce the probability of crown fires and provide biomass for energy production does not reduce carbon emissions under current and future climate conditions (Hudiburg et al. 2011, Hudiburg et al. 2013; Law & Harmon 2011; Mitchell et al. 2009, 2012; Schulze et al. 2012; Mika & Keeton 2012). If implemented, it would result in long-term carbon emission to the atmosphere because many areas that are thinned won’t experience fire during the period of treatment effectiveness (10-20 yrs), and removals from areas that later burn may exceed the carbon ‘saved’ by reducing fire intensity (Law & Harmon 2011; Campbell et al 2012; Rhodes & Baker 2009). Thinning does not necessarily reduce fire occurrence, particularly in extreme weather conditions (drought, wind).

Slow in and fast out – opportunity cost. Today’s harvest is carbon that took decades to centuries to accumulate, and it returns to the atmosphere quickly through bioenergy use. Increased GHG emissions from bioenergy use are primarily due to consumption of the current forest carbon and from long-term reduction of the forest carbon stock that could have been sustained into the future. The general assumption that bioenergy combustion is carbon-neutral is not valid because it ignores emissions due to decreasing standing biomass that can last for centuries.

Bioenergy still puts carbon dioxide in the atmosphere when a key objective is to reduce greenhouse gas emissions. The global warming effect of carbon dioxide in the atmosphere does not depend on its source. Per unit of energy, the amount of carbon dioxide released from biomass combustion is about as high as that of coal and substantially larger than that of oil and natural gas (Haberl et al. 2012).

Summary
Comprehensive assessments are needed to understand the carbon consequences of land use actions, and should include a full accounting of the land-based carbon balance as well as carbon losses through the products chain. In mature forests, harvest for wood product removes ~75% of the wood carbon, and 30-50% of that is lost to the atmosphere in the manufacturing process, including the use of some of that carbon for biomass energy. The remainder ends up back in the atmosphere within ~90-150 years, and there are losses over time, not just at the end of the product use). These loss rates are much higher than that of forests. Full accounting of all carbon benefits, including crown fire risk reduction, storage in long- and short-term wood products, substitution for fossil fuel, and displacement of fossil fuel energy, shows that thinning results in increased atmospheric carbon emissions for at least many decades.

Largest “Dealbreaker” Ever?!?

This may shock some readers but, I am actually against HR 3188. I don’t support any logging in Yosemite National Park, or in the Emigrant Wilderness, other than hazard tree projects. What is also pretty amazing is that others in the House have signed on to this bill. It seems like political “suicide” to go on record, being in favor of this bill. However, I am in favor of exempting regular Forest Service lands, within the Rim Fire, from legal actions, as long as they display “due diligence” in addressing endangered species, and other environmental issues. Did McClintock not think that expedited Yosemite National Park logging would be, maybe, the largest “dealbreaker” in history?

 HR 3188 – Timber Fire Salvage

October 3, 2013
Mr. Chairman:
I want to thank you for holding this hearing today and for the speedy consideration of HR 3188.
It is estimated that up to one billion board feet of fire-killed timber can still be salvaged out of the forests devastated by the Yosemite Rim fire, but it requires immediate action.  As time passes, the value of this dead timber declines until after a year or so it becomes unsalvageable.
The Reading Fire in Lassen occurred more than one year ago.  The Forest Service has just gotten around to selling salvage rights last month.  In the year the Forest Service has taken to plow through endless environmental reviews, all of the trees under 18” in diameter – which is most of them – have become worthless.
After a year’s delay for bureaucratic paperwork, extreme environmental groups will often file suits to run out the clock, and the 9th Circuit Court of appeals has become infamous for blocking salvage operations.
We have no time to waste in the aftermath of the Yosemite Rim Fire, which destroyed more than 400 square miles of forest in the Stanislaus National Forest and the Yosemite National Park — the largest fire ever recorded in the Sierra Nevada Mountains.
The situation is particularly urgent because of the early infestation of bark beetles which have already been observed attacking the dead trees.  As they do so, the commercial value of those trees drops by half.
Four hundred miles of roads are now in jeopardy.  If nearby trees are not removed before winter, we can expect dead trees to begin toppling, risking lives and closing access.  Although the Forest Service has expedited a salvage sale on road and utility rights of way as part of the immediate emergency measures, current law otherwise only allows a categorical exemption for just 250 acres – enough to protect just 10 miles of road.
By the time the normal environmental review of salvage operations has been completed in a year, what was once forest land will have already begun converting to brush land, and by the following year reforestation will become infinitely more difficult and expensive – especially if access has been lost due to impassibility of roads.  By that time, only trees over 30 inches in diameter will be salvageable.
Within two years, five to eight feet of brush will have built up and the big trees will begin toppling on this tinder.  You could not possibly build a more perfect fire than that.
If we want to stop the conversion of this forestland to brush land, the dead timber has to come out.  If we take it out now, we can actually sell salvage rights, providing revenue to the treasury that could then be used for reforestation.  If we go through the normal environmental reviews and litigation, the timber will be worthless, and instead of someone paying US to remove the timber, WE will have to pay someone else to do so.  The price tag for that will be breathtaking.   We will then have to remove the accumulated brush to give seedlings a chance to survive – another very expensive proposition.
This legislation simply waives the environmental review process for salvage operations on land where the environment has already been incinerated, and allows the government to be paid for the removal of already dead timber, rather than having the government pay someone else.
There is a radical body of opinion that says, just leave it alone and the forest will grow back.
Indeed, it will, but not in our lifetimes.  Nature gives brush first claim to the land – and it will be decades before the forest is able to fight its way back to reclaim that land.
This measure has bi-partisan precedent.  It is the same approach as offered by Democratic Senator Tom Daschle a few years ago to allow salvage of beetle-killed timber in the Black Hills National Forest.
Finally, salvaging this timber would also throw an economic lifeline to communities already devastated by this fire as local mills can be brought to full employment for the first time in many years.
Time is not our friend.  We can act now and restore the forest, or we can dawdle until restoration will become cost prohibitive.

Wildfires on the Groveland Ranger District

For over 40 years, I have watched the Yosemite area suffer large wildfires, losing most of its historic old growth. In 1971, I went to the Cherry Lake area, on a junior high field trip, to see forestry in action, on the old Granite Fire. In 1990, I helped lay out salvage cutting units in the A-Rock Fire. There is no doubt that California Indians meticulously managed their domains, including Yosemite Valley. Their ideal landscapes were composed of large, fire-resistant pines, canopies of California Black Oaks and a thick carpet of flammable bear clover. Their skills and knowledge resulted in the majestic pine forests that used to populate the area of the Groveland Ranger District, of the Stanislaus National Forest. This roughly-mapped view shows how large modern fires have decimated the area. Notice that the Granite Fire has been completely re-burned. Whether they are lightning strikes or human-caused wildfires, they are not like the pre-settlement fires ignited by the Indian wise men.

Historically, this area had awesome old growth forests that survived the extremes in terrain and climate. Below is a view of a part of the Rim Fire that I worked on in 2000. I personally flagged most of these units, enduring thick manzanita and whitethorn. In browsing around, I could see that the project was just finished, when Google collected their images. Landing piles have been burned and the large plantation thinnings were completed. You can see the brushy areas that were left “to recover on their own”, as concessions to wildlife. Fire crews appear to have initiated burnout operations along the road on the right side of the picture. You can also see a patch of private ground. There also appears to be some unthinned plantation on Forest Service land there, as well. There should be some great opportunities to compare treatments. 

Cherry-units

It is clear that we need to learn how to grow “all-aged” forests, which are also as fire resistant as they can be. The Tuolumne River canyon will continue to do as it always has. It will burn, despite what humans do. However, I believe we can act to contain fires to the canyon, for the most part.

Senator Udall on Biomass Plant in Gypsum

GYPSUM — U.S. Sen. Mark Udall said the Gypsum biomass power plant is a “win-win-win” project when he and state Sen. Gail Schwartz toured the plant’s construction site on Friday afternoon.

The Gypsum biomass plant is the first of its kind in Colorado and is on schedule to go online this December. The “woody” biomass plant will produce 11.5 megawatts of electricity per year by burning dead timber collected mostly from the White River National Forest. That main fuel source will be supplemented by other sources, such as wood construction waste that normally goes to the landfill. Of the 11.5 megawatts, 10 megawatts will be sold annually to Holy Cross Energy through a 20-year agreement and 1.5 megawatts will power the plant itself.

“When this goes online it will put us over the top of our goal to have 20 percent of our power coming from renewable energy by 2015,” said Holy Cross CEO Del Worley. “This will put us at around 22 or 23.5 percent renewable energy.”

Udall, who serves on the Energy and Natural Resources Committee, touted the public-private project as a fine example of how to bolster the economy and help the environment while generating domestic power.

“It’s a carbon-neutral, renewable energy source, it mitigates forest wildfire, it creates about 100 jobs in total and it’s going to be profitable,” Udall said. “There’s nothing wrong with profit — profit leads to reinvestment.”

Eagle Valley Clean Energy LLC — a subsidiary of Evergreen Clean Energy Corporation — is the company behind the Gypsum plant, which will get the bulk of its fuel from West Range Reclamation LLC. West Range is a forest and land management company in Hotchkiss that was recently awarded a long-term stewardship contract with the U.S. Forest Service. West Range will receive $8.66 million through the 10-year contract.

“The stewardship contract is at the heart of this,” Udall said. “It’s a beautifully fulfilling relationship.”

Environmental health

Schwartz said Colorado is 37th in the nation for utilizing biomass power but it is the No. 1 producer of biomass fuels.

“We have 4 to 6 million acres of standing dead timber in our state,” she said. “We have 175,000 slash piles in Colorado that we will burn anyway. This biomass plant will help clean our forest and mitigate wildfires as well as create jobs and electricity.”

Udall said the biomass plant is a market-based solution.

“[Eagle Valley Clean Energy] is bringing value to forest slash and waste,” he said.

Udall said the plant is carbon-neutral because the wood fuel contains carbon that is already in the environment.

“It’s circulating, unlike coal, which is mined,” he said.

Udall added that the biomass plant is “state-of-the-art” in terms of its filtration and monitoring systems for pollution.

For party watchers, both Schwartz and Udall are D’s.

According to Derek, 250 tons a day is which is ten log truck loads a day, about 10 MMBF/year.

Roadside Fuels Project

While driving to Yosemite the other day, I passed through the Stanislaus National Forest on California Highway 120. I’ve seen this project for several years, and decided to stop and see how it looks a few years after completion. These strips are adjacent to the highway for about 6 miles, on both sides of the road. The previous condition had thickets of “whippy” pines, and manzanita brush, making groundwater very scarce at this 3000-4000 foot elevation. I did see some “old growth” manzanita “stumps”, and it looks like very little commercial-sized timber ( over 10″ dbh) was removed.

I did see where the manzanita was “stump-sprouting” but, their growth will be limited in the shaded areas. Certainly, a mosaic of brush is inevitable but, it appears that the focus of this project is to reduce fuels along the main source of ignitions. It also provides a safe corridor where emergency vehicles can get to where they need to go. This project also seems to give forest development a nice “nudge”, reducing the amount of time needed for larger trees to grow. It will also safely allow the use of prescribed fires, to control future “fuels”.

Now, I am not sure if this was a “Service Contract”, or a part of a larger timber sale. It really doesn’t look like they removed enough value to pay for the non-commercial tasks. However, this is a good example of necessary things that should be paid for with sustainable forest management.

New Study Shows the Value of Active Forest Management

Yes, we have already seen what happens with a hands-off, “whatever happens” strategy.

I haven’t read the article all the way through but, this appears to solidify the importance of managing our forests, and the fire dangers within. The are four entire pages of citations, plenty of pictures and some very convincing common sense recommendations that use site-specific science. The picture above is from a roadside treatment along the local Highway 4 corridor. This treatment extends for many miles along the highway, making this “ignition zone” much more fire resistant than it was. Also evident in this picture is the lack of old growth beyond the “Roadside Zone”, a remnant of logging practices in the last millennium.

Let us hope that the warnings are heeded and solutions are implemented with site-specific science. However, I would VERY much like to see a current view of that picture of fire intensities near Alpine, Arizona. I’m sure it would show increased amounts of bug trees outside of the firelines. Certainly, wildfire effects persist for MANY years, even outside of the firelines. I have seen it happen multiple times, in multiple places.

Supreme Court Affirms Programmatic EIS for Sierra Nevada Framework

Jun 20: In the U.S. Court of Appeals, Ninth Circuit, Case No. 08-17565.Appeal from the United States District Court for the Eastern District of California. The Appeals Court indicates that, “This court’s opinion filed on February 3, 2012, and reported at 668 F.3d 609 (9th Cir. 2012), is withdrawn, and is replaced by the attached Opinion and Dissent. . . The full court has been advised of the petition for rehearing en banc and no judge of the court has requested a vote onwhether to rehear the matter en banc. . . The petition for rehearing and the petition for rehearing en banc, filed on April 18, 2012, are denied.”

According to the Appeals Court, Plaintiff-Appellant Pacific Rivers Council (Pacific Rivers) brought suit in Federal district court challenging the 2004 Framework for the Sierra Nevada Mountains (the Sierras) as inconsistent with the National Environmental Protection Act (NEPA) and the Administrative Procedure Act (APA). The Appeals Court said, “The gravamen of Pacific Rivers’ complaint is that the 2004 EIS does not sufficiently analyze the environmental consequences of the 2004 Framework for fish and amphibians.” On cross-motions for summary judgment, the district court granted summary judgment to the Forest Service.

The Appeals Court rules, “Pacific Rivers timely appealed the grant of summary judgment. For the reasons that follow, we conclude that the Forest Service’s analysis of fish in the 2004 EIS does not comply with NEPA. However, we conclude that the Forest Service’s analysis of amphibians does comply with NEPA. We therefore reverse in part, affirm in part, and remand to the district court.”
In a lengthy dissenting opinion, one Justice concludes, “. . .the majority makes two fundamental errors: First, it reinvents the arbitrary and capricious standard of review, transforming it from an appropriately deferential standard to one freely allowing courts to substitute their judgments for that of the agency. . . Second, the majority ignores the tiering framework created by NEPA. Because the majority ignores such framework, it fails to differentiate between a site-specific environmental impact statement (EIS) and a programmatic EIS that focuses on high-level policy decisions. . .”
It appears that an impossibly comprehensive study of the entire Sierra Nevada “watershed” will not be required for the amended Sierra Nevada Framework plan. If the Forest Service loses this case, it would have to limit the harvest of trees within thinning projects to 12″ dbh in some areas, and to 20″ dbh in the rest of the Sierra Nevada. This decision means that the Forest Service has followed NEPA law since the amendment has been in force. If the Pacific Rivers Council had prevailed, we would be seeing a complete failure of the Forest Service’s timber management program throughout the Sierra Nevada. Sierra Pacific Industries has plenty of their own lands, stocked with plenty of trees in the 12″-20″ dbh size. There would be no need for SPI to bid on the thinning projects that would be offered by the Forest Service under the old diameter limits. The small amount of harvested trees between 20″ and 29.9″ dbh are what pays for the biomass removal needed for true restoration. When thinning projects reduce wildfire threats, and actual wildfire impacts, water quality and fish habitats are improved.

Xcel Energy seeks power from forest waste in Colorado

Xcel Energy wants to pursue a demonstration project that would deliver electricity made from forest waste, according to a filing made Monday to the Colorado Public Utilities Commission.

The demonstration-scale biomass plant would convert dead trees and wood waste to an energy-rich gas in a process known as gasification. The produced gas would be ignited to spin turbines for power generation in the state.

Xcel said it will seek bids from independent power producers who would build the plant at a yet-to-be determined location.

In its filing to the PUC, Xcel said it would agree to buy up to two megawatts of generation for 10 years. Two megawatts serves the electricity needs of about 1,500 homes.

Colorado has an abundance of forest waste, resulting mostly from pine beetle-killed trees and drought. More than 6.6 million acres of Colorado forest have succumbed to beetle kill.

“Since 2007, Xcel Energy has been investigating small, forest biomass project opportunities,” said David Eves, president and chief executive of Public Service Co. of Colorado, an Xcel subsidiary. “Because the overall health of Colorado forests has degraded due to drought and infestation, there has been increasing interest among various stakeholders to pursue this type of demonstration project.”

We received about 60 text messages from people complaining about the stacking in the program,” said Lars Mytting, whose best-selling book “Solid Wood: All About Chopping, Drying and Stacking Wood — and the Soul of Wood-Burning” inspired the broadcast. “Fifty percent complained that the bark was facing up, and the rest complained that the bark was facing down.”

He explained, “One thing that really divides Norway is bark.”

One thing that does not divide Norway, apparently, is its love of discussing Norwegian wood. Nearly a million people, or 20 percent of the population, tuned in at some point to the program, which was shown on the state broadcaster, NRK.

In a country where 1.2 million households have fireplaces or wood stoves, said Rune Moeklebust, NRK’s head of programs in the west coast city of Bergen, the subject naturally lends itself to television.

“My first thought was, ‘Well, why not make a TV series about firewood?’” Mr. Moeklebust said in an interview. “And that eventually cut down to a 12-hour show, with four hours of ordinary produced television, and then eight hours of showing a fireplace live.”

Utah’s High Elevation Mortality

This picture is located within the Cedar Breaks National Monument, where conifer mortality is quite excessive. There is really not much that can be done with this situation, other than spending lots of money to fell, pile and burn. Within the Dixie National Forest, this mortality dominates the upper elevations. Even at this altitude of over 10,000 feet, the land is very dry for 9 months, except for seasonal lightning storms. Like some of our public lands, we need a triage system to deal with such overwhelming mortality and fuels build-ups. In this example, we are too late to employ a market-based solution, which would do more non-commercial work.

I have seen this area over many years, and have watched as forests die and rot, with catastrophic wildfire being the “end game”. Anyone venture a guess at what will grow here, in the future?
