As the Planning Rule FACA Committee said, “The primary value of an assessment is how it feeds into the larger planning process.” My own reviews have found the connections to be much less than they should be. It is often hard to figure out “how the best available scientific information was used to inform … the plan decision” (as required by §219.3). It sometimes looks like the assessment is just a separate “science project.”
