Could Wooden Buildings be a Solution to Climate Change?

The BBC’s article, “Could Wooden Buildings be a Solution to Climate Change?” looks not only at the carbon content of mass timbers such as cross-laminated timbers, but also at CO2 in forests. Some bloggers here will disagree with the author’s assertions. In my view, we have in mass timber structures a means of addressing the apparent increase in mortality in western US forests, including the iconic Douglas-fir: More mortality means more GHGs are released via decomposition and wildfire. Instead of leaving dead trees where they are, we ought to use some of them (not all dead and dying trees, of course, and not from reserved areas, but in areas on National Forests and elsewhere where harvesting is allowed) to produce CLTs, etc., which leads to a reduction in the use of steel and concrete, the world’s two largest sources of GHGs. In stands where mortality is low, but likely to increase, active forest management would both prevent or delay mortality and provide raw materials for mass timbers.

Recently there have been calls for tree planting on a colossal scale to capture CO2 and curb climate change. However, whilst young trees are efficient and effective carbon sinks, the same is not so true for mature trees. The Earth maintains a balanced carbon cycle – trees (along with all other plants and animals) grow using carbon, they fall and die, and release that carbon again. That balance was knocked out of kilter when humans discovered ancient stores of carbon in the form of coal and oil, which had been captured during previous carbon cycles, and began burning them, releasing the resulting CO2 into our atmosphere far faster than the current cycle can deal with.

Many pine trees in managed forests, such as the European spruce, take roughly 80 years to reach maturity, being net absorbers of carbon during those years of growth – but once they reach maturity, they shed roughly as much carbon through the decomposition of needles and fallen branches as they absorb. As was the case in Austria in the 1990s, plummeting demand for paper and wood saw huge swathes of managed forests globally fall into disuse. Rather than return to pristine wilderness, these monocrops cover forest floors in acidic pine needles and dead branches. Canada’s great forests for example have actually emitted more carbon than they absorb since 2001, thanks to mature trees no longer being actively felled.

Arguably, the best form of carbon sequestration is to chop down trees: to restore our sustainable, managed forests, and use the resulting wood as a building material. Managed forests certified by the Forest Stewardship Council (FSC) typically plant two to three trees for every tree felled – meaning the more demand there is for wood, the greater the growth in both forest cover and CO2-hungry young trees.

Paul Moreno, a spokesman for PG&E, called the stacks “temporary log-staging areas” that are part of the normal transportation chain. The utility, he added, is educating some contractors who mistakenly piled the logs in fields where they don’t belong.

George Gentry, senior vice president of the California Forestry Council trade group, said the biggest threat posed by the log decks is the insects they may attract. The insects may go on to attack surrounding trees, which would dry them out and make them more flammable. “You really don’t want to leave big stacks of logs around your community,” Mr. Gentry said.

The recent logging is part of an effort to remove an estimated 300,000 highly flammable dead and dying trees in Butte County, which remains at high risk of another catastrophic inferno, according to local officials…

Mark Wilson was hired by a contractor that works for PG&E to cut down trees around Paradise, located 90 miles north of Sacramento. One morning last week, he unloaded freshly cut timber from the back of his flatbed trailer in a field just outside Paradise filled with hundreds of similarly discarded logs. He said he had no other options.

“The mills are full, so we have to take the wood here,” Mr. Wilson said as his white pickup truck idled.

According to federal data, there are only 25 sawmills in California, down from more than 100 in the 1980s, due in large part to curtailed logging in national forests over environmental concerns. The number of biomass plants, another option for disposing of trees, has fallen to about two dozen from 66 in the 1990s, in part due to the expiration of government price subsidies, according to the California Energy Commission.

Most remaining sawmills are running at capacity, and owners are reluctant to expand due to fears that demand won’t stay high beyond the current glut, said Rich Gordon, chief executive of the California Forestry Association, a timber trade group.

“It’s the Achilles’ heel of the whole situation,” said Calli-Jane DeAnda, executive director of the Butte County Fire Safe Council, a nonprofit group. “We can write grants to get rid of these trees, but where do you put them?”

Sequoia ForestKeepers Weigh in on HUD Grant for Stanislaus National Forest Salvage

Ara Mardosarian of Sequoia ForestKeeper posted this as a comment on an earlier thread. Since it is specific and about something new, I am posting it here to get more discussion.

On 31 May 2019, the Sierra Nevada Conservancy held a field trip regarding a U.S. Department of Housing and Urban Redevelopment (HUD) funding application by Stanislaus National Forest for $70 million, through the National Disaster Resilience Competition, to salvage log burned areas of the 2013 Rim Fire FOR BIOMASS BURNING – A DESTRUCTIVE CLEARCUTS-FOR-KILOWATTS SCHEME. This field trip was attended by 80 persons, including members of more than 20 environmental organizations in opposition to post-fire salvage logging, including Sierra Club and Sequoia ForestKeeper. Dr. Chad Hanson, John Muir Project Fire Ecologist, and Dr. Dominick DellaSala, Geos Institute Director, lead the effort to defend the position to not salvage log recovering burned forest habitats. Brandon Collins, USFS Pacific Southwest Research Station, said there was little to no conifer regeneration within the Rim Fire. We saw seedling regeneration at multiple sites. And the Forest Service saw the seedlings growing in the Rim Fire snag forest habitats as fuel, when we see this as biodiverse habitat. Besides providing habitat for Black-backed woodpeckers and other cavity nesting species, standing burned dead trees/snags provide cooling shade that helps hold the moisture in the ground for the already-growing, natural tree seedling regeneration and for eventual delivery of that retained drinking water to communities below the forest. At no time did the Forest Service acknowledge the value of the standing burned dead trees/snags for sequestering carbon in the forest or counteracting the climate crisis. The agencies would not even address the repeated queries about the emissions from biomass power generation that the project would cause. The blatant climate science denial and antipathy toward nature by the Forest Service and its supporters (John Buckley, Central Sierra Environmental Resource Center), (David Edelson, The Nature Conservancy), and (Craig Thomas, Fire Restoration Group) of this clearcuts-for-kilowatts scheme was stunning. Why is $70 million in U.S. Department of Housing and Urban Redevelopment (HUD) disaster funds going to log federal forests (creating unnatural flammable conditions) when those funds should be spent on community disaster relief? This $70 million of HUD funding should, instead, be applied to the real disaster of the Camp Fire in Butte County, to help the victims in Paradise, California who lost everything.

Note: I think we should be consistent about calling people Drs. or not.. it appears that Brandon Collins is arguably just as much of a Dr. as Hanson and Della Salla, plus his research is equally, or more, relevant, depending on your point of view. Here’s a link to his papers.

Mardosarian makes several claims in this comment that are interesting and worthy of discussion:

1. Collins said there was little or no regeneration (did he say this? is the first question and “is it true?” is the second question).
2. The Forest Service saw seedlings as fuel (in my history with the Forest Service we didn’t think this way, but perhaps times have changed).
3. Standing dead provide shade and reduce moisture loss. I don’t know if this is true but it sounds plausible. But of course dead trees ultimately fall down and dry out, and when burning can potentially damage soil.
4. The shade of standing dead treese provide better microenvironments for seedling establishment and/or growth than open areas.
5. Standing dead sequester carbon in the forest (is that better than being turned into wood products? I think this depends on assumptions)

I am interested in the mechanisms by which people think that standing and fallen dead trees “counteract the climate crisis.”

6. Emissions. If Californians are worried about emissions from biomass energy (unclear whether particulates or CO2), then the obvious answer would be to sell the material to other markets, like our friends in BC, or for CLT, or to turn into biochar or …? To what extent does the ultimate use matter.

In my own experience with a broad range of individuals in the FS and TNC, as we worked on climate change and other issues, they were not “climate deniers” nor have an “antipathy to nature”. Certainly, as Dr. Tom Mills used to say, “reasonable people could disagree” about salvage logging in a specific place at a specific time.

Forest Service monetizes endangered species

This just seemed noteworthy.  Maybe it could be replicated for other species …

Kirtland’s warbler tours will be offered daily from May 15 through May 31, 7 days a week at the Mio Ranger District of the Huron National Forest. The Kirtland’s warbler tour costs $10 per adult and is free for children. Funds from the tours help cover costs associated with the tours.

Pellet Exports from California and the Northwest? Interim Findings and a Blast From the Past

It seems like pellets and chip markets might be useful for places like California which have 1) extra small trees to think for fuel treatments (conceivably without “industrial logging”, however that is defined, and 2) access to ports.  BC seems to be taking advantage of these opportunities.

Again logically there are two options if the use is bioenergy (conceivably this material also could be used for higher-value products). The first is to burn this material for bioenergy in California (not developed well due to pollution standards) or sell to others (which as Matthew points out, involves use of (more) fossil fuels currently for transport.)  This might raise all kinds of questions about Asia, for example, and their bioburners’ pollution and climate change calculations.

Anonymous hypothesized here that maybe the answer is availability of supply.  If this sounds like a blast from the past, some of us remember the mountain pine beetle infestation in the 80’s in Central Oregon and trying to do something with the dead trees (forty years ago).  One idea was to get a waferboard plant in Chiloquin, Oregon.  This idea foundered on the shoals of .. supply dependability.  It seems like a bit of a theme.  I think it’s important not to just conflate this with “litigation about projects”, although that may be a piece of the puzzle.  Again logically, a deal could be reached to say (if material x is removed, in y kinds of places, with practices such that z does not happen, to a total amount of a per acreage b, then we will not litigate).  Even so, if I were considering investing, I would be very dubious, given our track record.  It is interesting to think how Canada can provide adequate assurances for investment but we cannot.

I haven’t yet found an expert on this topic, and am still searching, but a forest economist friend pointed me to this piece that compares the Pacific Northwest to the US south and other sources. First, the authors note that a preponderance of forest land is public compared to the Southern U.S..

One notable difference between the US South and the Northwest is the seasonal (but frequent) occurrence of severe, large-scale wildfires. This is related to a combination of climatic conditions in the PNW, ownership/management intensity and harvest restrictions, all of which have allowed for the build-up of excessive fuel loads in many forest stands. One method proven to be effective in reducing wildfire loss is through the use of fuel-reduction thinning operations, especially on public lands.

Due to this lack of forest management, one analysis estimated that up to 12 million green tons of biomass could be harvested via fuel-reduction thinning over the course of a decade. If this management practice is promoted and implemented, the increase in small log and residual material availability could spur a growth in both wood chip and pellet production.

 

Ownership/Supply Chain Characteristics

With forestland ownership being primarily public (federal, state and municipal), the fiber supply chain in the US Northwest is somewhat different than in other regions. Public land management is governed by different sets of rules and procedures, and harvesting is conducted at a reduced level compared to private land.

A large portion of private forestland is owned by timber investment management organizations (TIMOs), real estate investment trusts (REITs), and other large landownerships that supply a majority of the timber in the region. Because of the TIMO/REIT influence in the region, tract sizes are generally much larger and small tracts (under 20 acres) are less prevalent than in other regions. There are small-scale landowners as well, but they comprise a much smaller piece of the available volume.

As a result of this fragmented ownership situation, there is not a robust timber dealer/broker network. Large landowners generally negotiate delivered contracts directly with the mills, and they then pay loggers for harvesting services and transportation from the woods to the mill. While there are some stumpage sale contracts in the region, it is not a common practice as it is in the US South.

 

So there are structural problems compared to the US South (not a robust dealer/broker network) which makes it more difficult to get this material from private land, but this article doesn’t mention the “relatively assured supply” problem from public lands. Seems like if it were a good idea to sell material removed from fuel treatments that California economic development would be on it. Maybe they are.

Sierra Club Comments

I have seen a trend in postings from the Sierra Club, on their Facebook page. Online petitions have been popular with eco-groups but, those petitions really don’t do anything. They seem to be a way of riling up their followers, gathering personal information, and receiving donations. There is also a sizable amount of people commenting who do not side with the Sierra Club.

The particular posting I will be presenting regards the Giant Sequoia National Monument, and how the Trump Administration would affect it. The Sierra Club implies (and their public believes) that Trump would cut down the Giant Sequoia National Monument, without immediate action. With over 500 comments, there are ample examples of what people are thinking.

 

“So much of the redwoods and Giant Sequoias have already been cut down… the lumber trucks involved had signs which read ” Trees… America’s renewable resource”… and just exactly how to you “renew” a 2 thousand year old tree??? When a job becomes even remotely scarce, one must find a new occupation. Having cut down the redwoods,(RIP Pacific Lumber and the “Redwood Highway”) and when they’ve cut down the national forests (public lands), are “they” going to insist on the right to come onto my land and cut down my trees as well… to provide jobs for the lumber industry? The National forests and Monuments are public lands, and no one has the right to turn them over to private interests for money making purposes. When are they going to see that there is a higher calling here? The forests provide for much of the fresh air we enjoy… they take in the carbon monoxide we exhale, and they exhale the oxygen so necessary to us. They each also take up 300 gallons of water, so provide for erosion control, and I could go on forever with the benefits of trees… but there will still be short sighted detractors who are only able to see the dollar signs in this issue. If providing jobs is the object… bring back our manufacturing jobs from overseas, all you big companies… your bottom line profit will be less, but you will have brought back the jobs to the USA, and you claim that is the object…???? Investing in the big companies in order to get rich does not make the investing noble or honorable when it is condoning taking jobs off-shore to enrich the few. … at the cost of the lost jobs for our people. Love your neighbor..”

I think that statement speaks for itself. Well-meaning but, misinformed.

Forest rangers and the National Parks already do controlled burning when needed to protect forest ecosystem health. The idea that commerical logging companies can be trusted with that task is preposterous.”

I wonder if he had noticed all those dead trees inside the Monument. Another example of not knowing who is taking care of the Monument.

 

“No such thing as controlled logging look at the clear cut coast. Once you let them in they will take it all and say Oops. A long time ago Pacific lumber clear cut thousands of acres illegally and Department of forestry did nothing. Things have not changed.”

Yes, things have changed. Logging IS controlled in Sierra Nevada National Forests… for the last 26 years.

Sierra Nevada Logging Examples

Back in 2012, I worked my last season with the Forest Service, on the Amador Ranger District of the Eldorado National Forest. In particular, I led the crew in marking the cut trees in this overcrowded unit.

There are also other completed cutting units in the area, which I worked in. Most of those were also cut in 2018, six years after they were marked. The existing plantations were cut back in the 80’s. At least one new goshawk nest was found, and the cutting unit was dropped.

OSB Plant in California Using Small Diameter Material – Why Not?

One of the things I like about our world is that you can come back in 40 years and people are sometimes talking about the same thing. In the early 80’s, I worked in south central Oregon, on the Deschutes, Fremont, Winema and Ochoco National Forests. We had a serious mountain pine beetle epidemic. One of our silviculture folks suggested that instead of dealing with all those dead trees, we should just put in a large fuel break around the town of Chiloquin. That idea was certainly thinking outside the box, but at the end of the day many of the dead trees were removed by Weyco (as I recall). The other idea that was much spoken of in those days was getting an OSB plant in Chiloquin. The problem at the time was that the Forest Service couldn’t provide assurances of its share of supply.

Flash forward to today. We’ve talked here before about the difficulties of fuel treatments in California (and elsewhere) because there are small trees to be removed, and there are no markets for small trees. Meanwhile, many environmental groups don’t want big trees removed. The fear is that fuel treatments will take all the big fire-resilient trees or that areas will be clearcut. The solution, perhaps, is to find markets for small trees.

So perhaps it seems like a win-win to establish an OSB plant in California. Having driven through California recently, I see that indeed many Californians use OSB. If we look at the map above of current OSB plants, we can see that these heavy products would have to be transported shorter distances potentially leading to fewer carbon emissions per OSB unit at point of use. And if California’s environmental restrictions on the plant are greater than elsewhere, and if a company can meet those restrictions, wouldn’t that be an improvement over other parts of the country?

Here’s part of the Beck Group’s analysis.

Our raw material supply analysis found that topwood from ongoing sawtimber harvests, small diameter trees from forest health treatments, and sawmill by-products such as lumber trim ends, slabs, and edgings could supply nearly 2 times the prospective plant’s annual raw material requirement. An additional consideration is that the recent wildfires in California, while unfortunate, and tragic may have created a situation where community and political leaders are ready to fully support a large wood products manufacturing facility that can utilize the fuel that has built up in the region’s forests.

At a production volume of 750 MMSF (3/8” basis) per year we estimate the nearby annual OSB market size is nearly 4 times larger than the capacity of the plant. We also estimate that a Northern California OSB plant would enjoy an average of about a $35/MSF finished product freight cost advantage over other North American OSB producers, which is about 15 percent of the long-term average OSB sales value.

Validated Science versus Unproven Scientific Hypothesis – Which One Should We Choose?

In a 6/13/18 article, David Atkins provides a critique of the assumptions behind the Law et al article titled: “Land use strategies to mitigate climate change in carbon dense temperate forests” and shows how hypothetical science can and has been used, without any caveat, to provide some groups with slogans that meet their messaging needs instead of waiting for validation of the hypothesis and thereby considering the holistic needs of the world.

I) BACKGROUND

The noble goal of Law et. al. is to determine the “effectiveness of forest strategies to mitigate climate change”. They state that their methodology “should integrate observations and mechanistic ecosystem process models with future climate, CO2, disturbances from fire, and management.”

A) The generally (ignoring any debate over the size of the percentage increase) UNCONTESTED points regarding locking up more carbon in the Law et. al. article are as follows:
1) Reforestation on appropriate sites – ‘Potential 5% improvement in carbon storage by 2100’
2) Afforestation on appropriate sites – ‘Potential 1.4% improvement in carbon storage by 2100′

B) The CONTESTED points regarding locking up 17% more carbon by 2100 in the Law et. al. article are as follows:
1) Lengthened harvest cycles on private lands
2) Restricting harvest on public lands

C) Atkins, at the 2018 International Mass Timber Conference protested by Oregon Wild, notes that: “Oregon Wild (OW) is advocating that storing more carbon in forests is better than using wood in buildings as a strategy to mitigate climate change.” OW’s first reference from Law et. al. states: “Increasing forest carbon on public lands reduced emissions compared with storage in wood products” (see Law et. al. abstract). Another reference quoted by OW from Law et. al. goes so far as to claim that: “Recent analysis suggests substitution benefits of using wood versus more fossil fuel-intensive materials have been overestimated by at least an order of magnitude.”

II) Law et. al. CAVEATS ignored by OW

A) They clearly acknowledge that their conclusions are based on computer simulations (modeling various scenarios using a specific set of assumptions subject to debate by other scientists).

B) In some instances, they use words like “probably”, “likely” and “appears” when describing some assumptions and outcomes rather than blindly declaring certainty.

III) Atkins’ CRITIQUE

Knowing that the modeling used in the Law et. al. study involves significant assumptions about each of the extremely complex components and their interactions, Atkins proceeds to investigate the assumptions which were used to integrate said models with the limited variables mentioned and shows how they overestimate the carbon cost of using wood, underestimate the carbon cost of storing carbon on the stump and underestimate the carbon cost of substituting non-renewable resources for wood. This allows Oregon Wild to tout unproven statements as quoted in item “I-C” above and treat them as fact and justification for policy changes instead of as an interesting but unproven hypothesis that needs to be validated in order to complete the scientific process.

Quotes from Atkins Critique:

A) Wood Life Cycle Analysis (LCA) Versus Non-renewable substitutes.
1) “The calculation used to justify doubling forest rotations assumes no leakage. Leakage is a carbon accounting term referring to the potential that if you delay cutting trees in one area, others might be cut somewhere else to replace the gap in wood production, reducing the supposed carbon benefit.”
2) “It assumes a 50-year half-life for buildings instead of the minimum 75 years the ASTM standard calls for, which reduces the researchers’ estimate of the carbon stored in buildings.”
3) “It assumes a decline of substitution benefits, which other LCA scientists consider as permanent.”
4) “analysis chooses to account for a form of fossil fuel leakage, but chooses not to model any wood harvest leakage.”
5) “A report published by the Athena Institute in 2004, looked at actual building demolition over a three-plus-year period in St. Paul, Minn. It indicated 51 percent of the buildings were older than 75 years. Only 2 percent were demolished in the first 25 years and only 12 percent in the first 50 years.”
6) “The Law paper assumes that the life of buildings will get shorter in the future rather than longer. In reality, architects and engineers are advocating the principle of designing and building for longer time spans – with eventual deconstruction and reuse of materials rather than disposal. Mass timber buildings substantially enhance this capacity. There are Chinese Pagoda temples made from wood that are 800 to 1,300 years old. Norwegian churches are over 800 years old. I visited at cathedral in Scotland with a roof truss system from the 1400s. Buildings made of wood can last for many centuries. If we follow the principle of designing and building for the long run, the carbon can be stored for hundreds of years.”
7) “The OSU scientists assumed wood energy production is for electricity production only. However, the most common energy systems in the wood products manufacturing sector are combined heat and power (CHP) or straight heat energy production (drying lumber or heat for processing energy) where the efficiency is often two to three times as great and thus provides much larger fossil fuel offsets than the modeling allows.”
8) “The peer reviewers did not include an LCA expert.”
9) The Dean of the OSU College of Forestry was asked how he reconciles the differences between two Doctorate faculty members when the LCA Specialist (who is also the director of CORRIM which is a non-profit that conducts and manages research on the environmental impacts of production, use, and disposal of forest products). The Dean’s answer was “It isn’t the role of the dean to resolve these differences, … Researchers often explore extremes of a subject on purpose, to help define the edges of our understanding … It is important to look at the whole array of research results around a subject rather than using those of a single study or publication as a conclusion to a field of study.”
10) Alan Organschi, a practicing architect, a professor at Yale stated his thought process as “There is a huge net carbon benefit [from using wood] and enormous variability in the specific calculations of substitution benefits … a ton of wood (which is half carbon) goes a lot farther than a ton of concrete, which releases significant amounts of carbon during a building’s construction”. He then paraphrased a NASA climate scientistfrom the late 1980’s who said ‘Quit using high fossil fuel materials and start using materials that sink carbon, that should be the principle for our decisions.’
11) The European Union, in 2017, based on “current literature”, called “for changes to almost double the mitigation effects by EU forests through Climate Smart Forestry (CSF). … It is derived from a more holistic and effective approach than one based solely on the goals of storing carbon in forest ecosystems”
12) Various CORRIM members stated:
a) “Law et al. does not meet the minimum elements of a Life Cycle Assessment: system boundary, inventory analysis, impact assessment and interpretation. All four are required by the international standards (ISO 14040 and 14044); therefore, Law et al. does not qualify as an LCA.”
b) “What little is shared in the article regarding inputs to the simulation model ignores the latest developments in wood life cycle assessment and sustainable building design, rendering the results at best inaccurate and most likely incorrect.
c) “The PNAS paper, which asserts that growing our PNW forests indefinitely would reduce the global carbon footprint, ignores that at best there would 100 percent leakage to other areas with lower productivity … which will result in 2 to 3.5 times more acres harvested for the same amount of building materials. Alternatively, all those buildings will be built from materials with a higher carbon footprint, so the substitution impact of using fossil-intensive products in place of renewable low carbon would result in >100 percent leakage.”
d) More on leakage: “In 2001, seven years after implementation, Jack Ward Thomas, one of the architects of the plan and former chief of the U.S. Forest Service, said: “The drop in the cut in the Pacific Northwest was essentially replaced by imports from Canada, Scandinavia and Chile … but we haven’t reduced our per-capita consumption of wood. We have only shifted the source.”
e) “Bruce Lippke, professor emeritus at the University of Washington and former executive director of CORRIM said, “The substitution benefits of wood in place of steel or concrete are immediate, permanent and cumulative.””

B) Risks Resulting from High Densities of Standing Timber
1) “The paper underestimates the amount of wildfire in the past and chose not to model increases in the amount of fire in the future driven by climate change.”
2) “The authors chose to treat the largest fire in their 25-year calibration period, the Biscuit Fire (2003), as an anomaly. Yet 2017 provided a similar number of acres burned. … the model also significantly underestimated five of the six other larger fire years ”
3) “The paper also assumed no increase in fires in the future
4) Atkins comments/quotes support what some of us here on the NCFP blog have been saying for years regarding storing more timber on the stump. There is certainty that a highly significant increase in carbon loss to fire, insects and disease will result from increased stand densities as a result of storing more carbon on the stump on federal lands. Well documented, validated and fundamental plant physiology and fire science can only lead us to that conclusion. Increases in drought caused by global warming will only increase the stress on already stressed, overly dense forests and thereby further decrease their viability/health by decreasing the availability of already limited resources such as access to minerals, moisture and sunlight while providing closer proximity between trees to ease the ability and rate of spread of fire, insects and disease between adjacent trees.

In their conclusion, Law et. al. state that“GHG reduction must happen quickly to avoid surpassing a 2°C increase in temperature since preindustrial times.” This emphasis leads them to focus on strategies which, IMHO, will only exacerbate the long-term problem.
