Validated Science versus Unproven Scientific Hypothesis – Which One Should We Choose?

In a 6/13/18 article, David Atkins provides a critique of the assumptions behind the Law et al article titled: “Land use strategies to mitigate climate change in carbon dense temperate forests” and shows how hypothetical science can and has been used, without any caveat, to provide some groups with slogans that meet their messaging needs instead of waiting for validation of the hypothesis and thereby considering the holistic needs of the world.

I) BACKGROUND

The noble goal of Law et. al. is to determine the “effectiveness of forest strategies to mitigate climate change”. They state that their methodology “should integrate observations and mechanistic ecosystem process models with future climate, CO2, disturbances from fire, and management.”

A) The generally (ignoring any debate over the size of the percentage increase) UNCONTESTED points regarding locking up more carbon in the Law et. al. article are as follows:
1) Reforestation on appropriate sites – ‘Potential 5% improvement in carbon storage by 2100’
2) Afforestation on appropriate sites – ‘Potential 1.4% improvement in carbon storage by 2100′

B) The CONTESTED points regarding locking up 17% more carbon by 2100 in the Law et. al. article are as follows:
1) Lengthened harvest cycles on private lands
2) Restricting harvest on public lands

C) Atkins, at the 2018 International Mass Timber Conference protested by Oregon Wild, notes that: “Oregon Wild (OW) is advocating that storing more carbon in forests is better than using wood in buildings as a strategy to mitigate climate change.” OW’s first reference from Law et. al. states: “Increasing forest carbon on public lands reduced emissions compared with storage in wood products” (see Law et. al. abstract). Another reference quoted by OW from Law et. al. goes so far as to claim that: “Recent analysis suggests substitution benefits of using wood versus more fossil fuel-intensive materials have been overestimated by at least an order of magnitude.”

II) Law et. al. CAVEATS ignored by OW

A) They clearly acknowledge that their conclusions are based on computer simulations (modeling various scenarios using a specific set of assumptions subject to debate by other scientists).

B) In some instances, they use words like “probably”, “likely” and “appears” when describing some assumptions and outcomes rather than blindly declaring certainty.

III) Atkins’ CRITIQUE

Knowing that the modeling used in the Law et. al. study involves significant assumptions about each of the extremely complex components and their interactions, Atkins proceeds to investigate the assumptions which were used to integrate said models with the limited variables mentioned and shows how they overestimate the carbon cost of using wood, underestimate the carbon cost of storing carbon on the stump and underestimate the carbon cost of substituting non-renewable resources for wood. This allows Oregon Wild to tout unproven statements as quoted in item “I-C” above and treat them as fact and justification for policy changes instead of as an interesting but unproven hypothesis that needs to be validated in order to complete the scientific process.

Quotes from Atkins Critique:

A) Wood Life Cycle Analysis (LCA) Versus Non-renewable substitutes.
1) “The calculation used to justify doubling forest rotations assumes no leakage. Leakage is a carbon accounting term referring to the potential that if you delay cutting trees in one area, others might be cut somewhere else to replace the gap in wood production, reducing the supposed carbon benefit.”
2) “It assumes a 50-year half-life for buildings instead of the minimum 75 years the ASTM standard calls for, which reduces the researchers’ estimate of the carbon stored in buildings.”
3) “It assumes a decline of substitution benefits, which other LCA scientists consider as permanent.”
4) “analysis chooses to account for a form of fossil fuel leakage, but chooses not to model any wood harvest leakage.”
5) “A report published by the Athena Institute in 2004, looked at actual building demolition over a three-plus-year period in St. Paul, Minn. It indicated 51 percent of the buildings were older than 75 years. Only 2 percent were demolished in the first 25 years and only 12 percent in the first 50 years.”
6) “The Law paper assumes that the life of buildings will get shorter in the future rather than longer. In reality, architects and engineers are advocating the principle of designing and building for longer time spans – with eventual deconstruction and reuse of materials rather than disposal. Mass timber buildings substantially enhance this capacity. There are Chinese Pagoda temples made from wood that are 800 to 1,300 years old. Norwegian churches are over 800 years old. I visited at cathedral in Scotland with a roof truss system from the 1400s. Buildings made of wood can last for many centuries. If we follow the principle of designing and building for the long run, the carbon can be stored for hundreds of years.”
7) “The OSU scientists assumed wood energy production is for electricity production only. However, the most common energy systems in the wood products manufacturing sector are combined heat and power (CHP) or straight heat energy production (drying lumber or heat for processing energy) where the efficiency is often two to three times as great and thus provides much larger fossil fuel offsets than the modeling allows.”
8) “The peer reviewers did not include an LCA expert.”
9) The Dean of the OSU College of Forestry was asked how he reconciles the differences between two Doctorate faculty members when the LCA Specialist (who is also the director of CORRIM which is a non-profit that conducts and manages research on the environmental impacts of production, use, and disposal of forest products). The Dean’s answer was “It isn’t the role of the dean to resolve these differences, … Researchers often explore extremes of a subject on purpose, to help define the edges of our understanding … It is important to look at the whole array of research results around a subject rather than using those of a single study or publication as a conclusion to a field of study.”
10) Alan Organschi, a practicing architect, a professor at Yale stated his thought process as “There is a huge net carbon benefit [from using wood] and enormous variability in the specific calculations of substitution benefits … a ton of wood (which is half carbon) goes a lot farther than a ton of concrete, which releases significant amounts of carbon during a building’s construction”. He then paraphrased a NASA climate scientistfrom the late 1980’s who said ‘Quit using high fossil fuel materials and start using materials that sink carbon, that should be the principle for our decisions.’
11) The European Union, in 2017, based on “current literature”, called “for changes to almost double the mitigation effects by EU forests through Climate Smart Forestry (CSF). … It is derived from a more holistic and effective approach than one based solely on the goals of storing carbon in forest ecosystems”
12) Various CORRIM members stated:
a) “Law et al. does not meet the minimum elements of a Life Cycle Assessment: system boundary, inventory analysis, impact assessment and interpretation. All four are required by the international standards (ISO 14040 and 14044); therefore, Law et al. does not qualify as an LCA.”
b) “What little is shared in the article regarding inputs to the simulation model ignores the latest developments in wood life cycle assessment and sustainable building design, rendering the results at best inaccurate and most likely incorrect.
c) “The PNAS paper, which asserts that growing our PNW forests indefinitely would reduce the global carbon footprint, ignores that at best there would 100 percent leakage to other areas with lower productivity … which will result in 2 to 3.5 times more acres harvested for the same amount of building materials. Alternatively, all those buildings will be built from materials with a higher carbon footprint, so the substitution impact of using fossil-intensive products in place of renewable low carbon would result in >100 percent leakage.”
d) More on leakage: “In 2001, seven years after implementation, Jack Ward Thomas, one of the architects of the plan and former chief of the U.S. Forest Service, said: “The drop in the cut in the Pacific Northwest was essentially replaced by imports from Canada, Scandinavia and Chile … but we haven’t reduced our per-capita consumption of wood. We have only shifted the source.”
e) “Bruce Lippke, professor emeritus at the University of Washington and former executive director of CORRIM said, “The substitution benefits of wood in place of steel or concrete are immediate, permanent and cumulative.””

B) Risks Resulting from High Densities of Standing Timber
1) “The paper underestimates the amount of wildfire in the past and chose not to model increases in the amount of fire in the future driven by climate change.”
2) “The authors chose to treat the largest fire in their 25-year calibration period, the Biscuit Fire (2003), as an anomaly. Yet 2017 provided a similar number of acres burned. … the model also significantly underestimated five of the six other larger fire years ”
3) “The paper also assumed no increase in fires in the future
4) Atkins comments/quotes support what some of us here on the NCFP blog have been saying for years regarding storing more timber on the stump. There is certainty that a highly significant increase in carbon loss to fire, insects and disease will result from increased stand densities as a result of storing more carbon on the stump on federal lands. Well documented, validated and fundamental plant physiology and fire science can only lead us to that conclusion. Increases in drought caused by global warming will only increase the stress on already stressed, overly dense forests and thereby further decrease their viability/health by decreasing the availability of already limited resources such as access to minerals, moisture and sunlight while providing closer proximity between trees to ease the ability and rate of spread of fire, insects and disease between adjacent trees.

In their conclusion, Law et. al. state that“GHG reduction must happen quickly to avoid surpassing a 2°C increase in temperature since preindustrial times.” This emphasis leads them to focus on strategies which, IMHO, will only exacerbate the long-term problem.

Logging planned in national park – by environmentalists

Really.  Redwood National Park and three state parks.  Led by Save the Redwoods League.

The new task for this century, Hodder said, is to restore landscapes that were logged but now exist in parks in a damaged, unnatural state.

That means removing old logging roads, restoring streams to bring back salmon and other fish, and doing everything to help second-and-third growth redwood trees get bigger, he said. On April 27, the league is scheduled to sign an agreement with the California state parks department and the National Park Service to allow for “restoration forestry” funded by the league as a way to undo the damage from industrial logging and recreate forests that are more natural.

All four parks involved together have about 120,000 acres of forests. Of those, about 40,000 acres is old-growth redwood, and the other 80,000 acres are in formerly logged areas that project planners hope to thin and restore in the coming decades. Most of the trees cut down will be Douglas fir, with some second-growth redwood and hardwoods like tan oak, said Paul Ringgold, a forest ecologist and chief program officer of the Save the Redwoods League. Roughly 30 to 70 percent of the trees will be taken out in the 10,000 acres treated between now and 2022, he said, and in some cases, sold to timber companies.

“These stands are a legacy of clear-cut logging,” Ringgold said. “We want to restore these areas as close as we can to the way they were pre-logging.

Giant Sequoia National Monument

With the general public becoming enraged about Giant Sequoia logging scenarios, here is a picture of some Bigtrees in what used to be the Sequoia National Forest. Chances are, the review will recommend keeping all groves within the Monument, adding some buffer zones and connectivity, then returning a large portion, including logging roads, skid trails, plantations and stumps, back to the National Forest.

The ‘Trumpspiracies’ abound on the Sierra Club’s Facebook fundraising content comments. They make up these elaborate and unlikely situations where the “logging companies” would come in and make wild profits off of cutting Giant Sequoias. Some think that they would be cut to burn for power. More were sure that oil wells and mining would happen once the trees were gone. One insisted that the wood could be exported, milled and made into tables, “destined for the Arabian Peninsula”. Many are comparing this National Monument review to the destruction of historical sites by radical Islam. If you’re going to oppose actual Trump era actions, maybe, just maybe, one should actually use facts?

With Sequoias being a rather sensitive issue, what shall we do, when very soon we will need to thin some of these Giant Sequoia plantations, scattered throughout the Sierra Nevada? Here’s a sample of one on the Eldorado.

Who gets the most legal fees from the federal government?

Environmental groups barely register.  And it’s a good bet that the partner-named law firms on this list are not doing much public interest litigation.

The article this is taken from was about the novelty of Earthjustice being on the list, and its focus on EPA.  It added:

“Garcia said these fee awards play no role in determining which cases her attorneys will take and that Earthjustice does not depend on them for financial sustainability. They made up less than 4 percent of the group’s more than $54 million in revenues in 2015, according to its annual report for that year. The vast majority of Earthjustice’s revenue comes from charitable contributions from foundations and individuals.”

But who does Congress want to punish?

The picture on the right is before logging started, from Google Maps.

Massive Crater Lake Wilderness Area Fantasy

Oregon Wild has proposed a massive half million acre Wilderness Area, partly to “protect” Crater Lake. The Klamath County Commissioners are saying no, with fears that summer fires would affect public health, and that those unhealthy forests need active management.

Sleeping With the Enemy?

Timber industry people who don’t trust forest collaboration believe that those of us who participate in collaboratives are sleeping with the enemy. Environmentalists who would rather sue than participate in collaboratives think that environmentalists who collaborate with us are sleeping with the enemy. So it’s unanimous. We’re sleeping with our enemies. I don’t care what our critics think. Collaborative groups, ours included, are solving political problems that should never have become political problems, and those problems are the reason why our forests are dying and burning before our very eyes. So if you really want to know what collaboration is all about, it’s about protecting forests from the ravages of nature, not just for our benefit, but also for the benefit of future generations.

Larry’s note: Sent to me from a reader, this points out the, maybe, necessary mistrust at this part of the collaborative journey. We need all sides to embrace full transparency, so that the public at-large can more accurately form a better-educated opinion of the compromises that might work, for those site-specific conditions. I do think that the tables are turning, in favor of more active management and stewardship. I do think this summer’s fire season might convince a few more people, too.

Collaborating with the enemy

This story reminded me of that use of this term:

The County Commission passed a resolution officially requesting the forest service immediately cease actions it has been taking since 2013 pertaining to grazing on Dixie National Forest.

The forest service actions protested include the gathering of data, conducting studies and preparing reports without the county’s involvement. The resolution further protests a cooperative relationship the forest service has engaged in with Grand Canyon Trust Inc., which the commission and the Utah Association of Counties maintain constitutes an improper relationship with nongovernmental organizations, or NGOs.

In its resolution, the County Commission “respectfully requests” the forest service discard any data, studies and reports prepared without notice and involvement of the county since 2013 and that the service coordinate with Washington County in any future action from the outset.

An undated letter from Mark Ward, senior policy analyst and general counsel for the Utah Association of Counties, (responding to an Aug. 18, 2014, forest action), supports and is made a part of Washington County’s resolution. In his closing, Ward wrote to the supervisors of Dixie National, Fishlake and Manti-LeSal forests, all affected by the Aug. 18 action:  ‘Forest Service should scrap the FS Initial Review, start over and next time, integrate NEPA (National Environmental Policy Act) into the process. After all, it is the stated policy of Forest Service to ‘fully integrate NEPA requirements into agency planning and decision-making,’ … and ‘apply (NEPA procedures) to the fullest extent practicable to analyses and documentation of Forest Service actions …’

NEPA doesn’t apply until you have an ‘action’ to propose, and the NEPA process is supposed to encourage review of the data used in evaluating the action (regardless of its source).  The cash-starved government is always looking for help in collecting data.  Is there a problem with this approach?

 

The bonfire of insanity: Woodland is shipped 3,800 miles and burned in Drax power

This weekend an article ran in the UK titled “The bonfire of insanity: Woodland is shipped 3,800 miles and burned in Drax power.”  The article was written by David Rose and provides an additional look into the issue of cutting down forests in North Carolina, chipping those forests into pellets and then shipping those pellets nearly 4,000 miles across the Atlantic Ocean to be burned in the United Kingdom.  Some previous NCFP posts on the topic are here, herehere, here, here and here

But North Carolina’s ‘bottomland’ forest is being cut down in swathes, and much of it pulped and turned into wood pellets – so Britain can keep its lights on.

The UK is committed by law to a radical shift to renewable energy. By 2020, the proportion of Britain’s electricity generated from ‘renewable’ sources is supposed to almost triple to 30 per cent, with more than a third of that from what is called ‘biomass’.

The only large-scale way to do this is by burning wood, man’s oldest fuel – because EU rules have determined it is ‘carbon-neutral’.

So our biggest power station, the leviathan Drax plant near Selby in North Yorkshire, is switching from dirty, non-renewable coal. Biomass is far more expensive, but the consumer helps the process by paying subsidies via levies on energy bills.

That’s where North Carolina’s forests come in. They are being reduced to pellets in a gargantuan pulping process at local factories, then shipped across the Atlantic from a purpose-built dock at Chesapeake Port, just across the state line in Virginia.

Those pellets are burnt by the billion at Drax. Each year, says Drax’s head of environment, Nigel Burdett, Drax buys more than a million metric tons of pellets from US firm Enviva, around two thirds of its total output. Most of them come not from fast-growing pine, but mixed, deciduous hardwood.

Drax and Enviva insist this practice is ‘sustainable’. But though it is entirely driven by the desire to curb greenhouse gas emissions, a broad alliance of US and international environmentalists argue it is increasing, not reducing them.

In fact, Burdett admits, Drax’s wood-fuelled furnaces actually produce three per cent more carbon dioxide (CO2) than coal – and well over twice as much as gas: 870g per megawatt hour (MW/hr) is belched out by wood, compared to just 400g for gas.

Then there’s the extra CO2 produced by manufacturing the pellets and transporting them 3,800 miles. According to Burdett [Drax’s Head of Environment], when all that is taken into account, using biomass for generating power produces 20 per cent more greenhouse gas emissions than coal.

And meanwhile, say the environmentalists, the forest’s precious wildlife habitat is being placed in jeopardy.

Drax concedes that ‘when biomass is burned, carbon dioxide is released into the atmosphere’. Its defence is that trees – unlike coal or gas – are renewable because they can grow again, and that when they do, they will neutralise the carbon in the atmosphere by ‘breathing’ it in – or in technical parlance, ‘sequestering’ it.

So Drax claims that burning wood ‘significantly reduces greenhouse gas emissions compared with coal-fired generation’ – by as much, Burdett says, as 80 per cent.

These claims are questionable. For one thing, some trees in the ‘bottomland’ woods can take more than 100 years to regrow. But for Drax, this argument has proven beneficial and lucrative.
