I love it – the Dr Seuss Forest Plan story! Clever and entertaining – but oh so true.
I believe the 2nd ending was the vision of the 2012 Planning Rule…unfortunately, reality has seen the 1st ending.
I don’t think “short and sweet” and “years of doing assessments of many things” were particularly compatible.
“Years of assessments” resulted more from the manual/handbook guidance than the actual rule. Still, if a forest/grassland took a minimalist approach using rule-specific language, I would guarantee that lawsuits would ensue due to “lack of information”. Planning has become a “no one wins” endeavor.

As I remember it, assessments are not part of the “short and sweet” planning process. A forest is not “in revision” (starting the revision clock) until the assessment is done. FWIW.
I just like the fact that the images at the end when the plan gets done show a woman!
